How do you value collectibles that were broken by a serviceman?

I can see the values in a book, but now my figurines will have glued heads and glued arms. Is there a percentage of the loss for antique collectibles when they are broken. I Need an approach for insurance reasons for the tradesman's insurance company.

1. Look them up on ebay see how much they have sold for and then average it out.
2. If this is for a claim also find a china restorer to get quotes for restoration, the insurance should be paying that as well.
